Kosovo has completed the procedures to ratify its financing agreement with the European Union for the multiannual IPA 2026–2027 program. The law was decreed on Oct. 20, 2026, by President Shiroka-Pula under decree No. DL-07/2026 and has been published in the Official Gazette of the Republic of Kosovo, Lajmi.net reported.
258 million euros
Through the program, according to a Kosovo government announcement on Sept. 25, the country is expected to receive 258 million euros from the European Union. The agreement and its annexes are an integral part of the law, which takes effect on the day it is published in the Official Gazette.
The Instrument for Pre-accession Assistance (IPA) is the mechanism through which the EU supports countries seeking membership. The areas it funds include strengthening institutions, improving governance, carrying out reforms and aligning Kosovo’s legislation and standards with those of the bloc.
According to the law, the funds are meant to contribute to the country’s development and to advancing the European integration process. For Pristina, which submitted its EU membership application in December 2022, pre-accession assistance remains one of the main sources of financial support from Brussels.
In a week of warnings over funds
Ratification creates the legal basis to begin implementing the program. It comes as Kosovo is under pressure over European funds: on Oct. 20 it was reported that the country risks losing another 90 million euros from the EU Growth Plan, with 23 reforms still outstanding. The IPA programs and the Growth Plan are two separate Brussels instruments for the region.
