- PD promises a 10% flat tax, a 15 million lek VAT threshold and 6% VAT on food and basic goods.
Democratic Party (PD) leader Sali Berisha said on Tuesday that if PD comes to power it will cancel the new fiscal package the government has announced for 2027. In a video message from party headquarters, he said the measures will increase the tax burden on Albanian businesses.
What the opposition criticizes
According to Berisha, the package provides for raising the dividend tax from 8% to 15% and the profit tax from 15% to 17%, as well as lowering the VAT registration threshold from 10 million to 5 million lek. He claimed these changes will push businesses toward bankruptcy, cause job losses and raise prices for consumers.
The Democratic leader cited a 15.3% drop in industrial production and a 28% drop in exports as evidence of the damage, figures he presented in support of his argument.
PD's promises
As an alternative, Berisha promised that a PD government will introduce a 10% flat tax, raise the VAT threshold to 15 million lek and cut VAT on food and basic goods to 6%.
The statement comes a day before the government approves the draft 2027 budget, which according to Prime Minister Edi Rama will be the first in the country's history to exceed 10 billion euros. The fiscal package has become a subject of public debate even before the official publication of the documents. Earlier in the day, Berisha had announced a PD national protest for Saturday, Oct. 31, in support of the students.
